First check to make sure fuel is getting to the spark plugs. Unplug the cables to your spark plugs and crank your engine until you hear it turn over 4-6 times. Then unscrew your spark plugs and inspect the ends of the spark plugs. If the ends are not wet from fuel, then you should inspect the pressure at your fuel pump or may have problems with your fuel injectors.

If you don't already have a Honda Civic Service manual, buy or borrow one.

If they're wet, then use a multimeter and inspect the resistance values of each spark plugs (if they're new you probably can skip this). Then you should inspect the resistance values for each of your spark plug cables. Replace them if they show very high resistance or no continuity at all.

If you've changed your distributor cap, inspect your distributor rotor. Use your multimeter to check if continuity still exists. If the edge of the distributor rotor looks corroded and has no continuity, replace it.

Inspect your distributor coil. Unscrew it off the distributor and disconnect the cables (remember where they are connected to) then inspect the resistance values between the 3 points on the distributor coil. Refer to your Honda Civic service manual for the point locations and resistance value specifications. If they aren't within specifications, replace your distributor coil.

When you start your car, tap on the gas pedal a little and see if your car will start.

If it still doesn't help, remove your air element cleaner and clean out any carbon buildup on the screen for your Idle Air Control valve with carburetor cleaner:

Good luck!

Nobody thought of the starter?

If the starter doesn't crank, it's the starter.

Alright here is another set of issues that it might be -

Ignitor Chip

Vacuum Leak

MAF sensor problem

Battery

Also, try resetting the ECU if you've installed anything other than the stuff you've mentioned lately.

Note : IF a fuel line is cracked, you should have a pool of fuel. The lines are pressurized - keep that in mind.

I forgot to include that it may also be clogged injectors. Clean them by dipping them into diesel for an hour or so. It'll get rid of the crud. How do i fix my 94 honda civic dx?
If it doesn't even crank, then it's possibly the battery, starter or wiring. If it cranks, but won't start, then it could possibly be the distributor. This is a common problem with these cars. Check to see if there is spark going to the spark plugs, if not have it checked out by a mechanic.
